My M wants to run at a very fast rpm. I have no control with the throttle. I just replaced the governor assembly with a "good used one". Last Fall the old governor wouldn't speed up. Again no speed control with throttle. It appears the past owner adjusted rpm by adjusting the carb. At least that's how it appeared and I could change the speed last fall by adjusting the screw, but not now. Any thoughts would be helpful. Thanks
 
The rods in the tube between the gov and carb are not meshed. The rod must fit into the slot. Very simple fix, you just have to be careful when you put it together.
 
Sorry, I should of said something about that. I'm pretty sure they are lined up. I was careful to try and line them up when I changed the governor. I will recheck it though. Just wondering if it could be anything else.
 
I agree that the first place to look is that pesky tab and slot in the tube to carb flange. The other thing coming to mind would be a throttle plate loose or with missing screws, causing binding.
