Hard to start BN

I have 41 BN that is hard to start after sitting for awhile. Turns over great. The only way I can get it to start is to remove the first two plugs and shot a staring fluid. Fires right off. Runs super when started. Cut it off and let it sit for 10 minutes and get the starting fluid ready. It has great fire from mag, brand new carb, new D-21 plugs and cap and wires. Any advise.

Possible intake manifold leak, or internal crack leaking making it lean. If it does not smoke and has good compression, that is a likely problem. When running, use a propane torch with the tip removed to allow raw propane to come out. Run the tractor outdoors, and see if moving the propane around the manifold makes a difference in the way it runs. JimN
