Yes, the seat in your first picture looks to be from a VAC-14. However, the second seat is not from a case. It may be from an Oliver, or John Deere, etc. Many companies used rubber torsion springs in the 1950's. As far as I know, the torsion spring seat on the VAC was never an option. Early ones came with one like the one on your tractor and later ones came with the torsion spring style. I have never seen picture of a VAC with the new style sheetmetal which lacked the torsion spring seat. It is possible that the seat and sheetmetal did not change at the same point in 1951, but I doubt it (CaseIH just changed their website parts section, so I can't check their free manuals to be sure). Probably, the torsion springs went bad and the owner replaced the seat with the older style, rather than rebuilding the seat and replacing the expensive springs. I have seen at least three SC and DC tractors in the past year which have had this treatment (they are more of a problem when the springs go bad than a VAC is). Fortunately, most of the parts are the same between the VAC-14 torsion spring seat and the VAC torsion spring seat. I think that only the lower weldment (which bolts to the tractor) is different.
