I use a large pickle fork slid behind the pulley

I removed the ballancer, from my 52 B, to have it machined for a shaft to drive a hydraulic pump. I ended up buying every type of puller that Harbor Freight sold, twisted two badly, and still had to resort to the torch, while pulling with the split bearing puller. When I put it back on, it was easy, but done the shrink fit thing, using heat and cold. I didn't have a CO2 fire extinguisher to cool the crank stub with, so I sprayed on a can of CR contact cleaner, till the crank started to look frosty, then as fast as I could, put the oven hot ballancer back on. It is not easy, but can be done!

They can be real bears to pull off and almost as bad going back on. You need a good gear/pulley puller to get them off and then your going to be at it for a good bit unless you get real lucky

I removed one undamaged from a tractor I was parting out. If I recall I just tapped judiciously and also tapped a wedge or two in behind the pulley and it popped right off without any trouble, but that may have been a fluke.
