Allis G Governor

Just purchased a new governor spring for my Allis G, put in on and now the tractor runs rough. The governor is kicking in. Can anyone tell me how to set this correctly?

The governor should not cause it to run rough. To set it you just want the damper screw to just remove the surge. You would screw it out until it surges and then turn it in a little at a time until the surge is gone.
Running rough could be fuel or spark. Kinda have to prove one out at a time to keep from getting mixed up.
