Roosa Master Fuel Injector

I have a backhoe with a case 207 engine and a Roosa Master Model DB fuel injector pump. The engine only runs when I let fuel drain from the injector pump's timing window. Does this indicate that the pump needs to be rebiult? If so, how much will it cost? Thanks, John
