As John S has mentioned a air leak could be causing the problem. A simple flow test of the hyd pump would tell you what to service, pump or hyd valve. We can suggest items to look for but they would be just that, guesses. The flow test is the proper start to this repair, but if there is no way to have one done you can start by removing the pump and inpecting the seal.
