The purpose of the vent-leakoff tubing is to convey grease and any piston leakbye oil in the rockshaft housing to the torque tube.
Your tube is plugged. When the piston travels down to lift the draft arms the rockshaft housing is being pressurize forcing any grease & oil to leak out the control valve side rather than going to the torque tube. The tube generally plugs with hard grease right there at the fitting but check it clear all the way to the torque tube.
With tubing disconnected, cycle the hitch up and down at least 10 times to help clean out the rockshaft housing. Leave the draft arms up and check for piston leakbye. You"ll have some dripping of residual oil in the rockshaft housing.
If you have too much leakbye change the piston seal. The piston and the piston seal was changed from a leather cup to o-rings during the "51 model year, eyeball which one you have before ordering.
If you have repeat problem of this nature, you may have to pull the cylinder and clean the grease out by hand.
