Tom, I apologize. I did not want to condemn anyone. I thought I was clarifying a point. I will try again and if it causes more problems here I won't post again. If the 70 series brake is working correctly the PTO shaft is very hard to turn by hand when the tractor is not running. When the brake is worn they can be turned more easily. I know I am a little off topic here but the 90 series PTO brake is hydraulicly engaged and one should not be able to turn it while the tractor is running but the shaft turns very easy when the engine is off.
