I messed up again-dual bands are the same diameter as the wheel you are matching to, not two inches smaller. I was thinking of how I modified the 16.9x28 dual to fit an 18.4x26 combine wheel. I used a 26 inch band, mounted to the 28 inch band, with 3/4 inch square stock at 90 degree spacing around the band, bolted to both the 26 and the 28 inch bands. That setup matched the 26 inch combine wheels. FWIW, those two sizes are the same in height, so match well.
